Governance

The Governing Board is responsible for approving major educational and operational policies for Element Education. The Governing Board meets on a Wednesday once a month at the EEI Administrative Office. Meetings are conducted in a hybrid format, conducted in person and via video conference. Please see the Agenda for virtual meeting links. All members of the public are welcome to attend this meeting. Please visit the Board Meeting Schedule section for the schedule of meetings, agendas, and approved final meeting minutes. If you are interested in attending one of the meetings, we encourage you to do so.

Attending a Board Meeting

Agendas for all Board meetings are posted at least seventy-two hours prior to the meeting on the main entrance door of the Administrative Office and the Element website. The agendas and all backup material may also be inspected at the Administrative Office as soon as it is distributed to the Board. Please use the link below to view the Agenda and Board Packet.

You may log on to the Board meeting by clicking on the meeting link below. Governing Board meetings are live-streamed and offer the ability to participate in public comment virtually.  The link can be found on the agenda emailed to all staff the Friday before the meeting and on the Element Education website. The meeting is recorded and available for viewing until the next meeting is posted. Typically, the recording is posted the day after the meeting and meetings are one month apart. 

If you have special needs because of a disability that makes it difficult for you to participate in the meeting, or you require assistance or auxiliary aids to participate in the meeting, please contact Susan Michaels, the Board Secretary designee, via email at smichaels@myelement.org or call at 760.703.9997 by noon the Friday preceding the meeting. The school will attempt to make arrangements to accommodate your disability.

Members of the public can participate in the public comment portion of Element Education Governing Board meetings by providing live or written comments.

Written Comments

Members of the public may submit their written comment by completing the online public-comment submission form. Only one written public comment per item shall be submitted by a member of the public. Written comments may be submitted up until the consideration of an agenda item. All written comments will be provided to each board member and made available on the Element Education website in lieu of being read aloud at the meeting (please see the Agenda link below). Any written comments received after the agenda item has been considered may not be included in the online posting of timely submitted written comments but may be maintained as a public record.  

Live Comments

Members of the public who desire to make a live public comment during an Element Education meeting can do so up until the time each agenda item’s public comment period has elapsed or the item has been considered by the board. During the board meeting, public speakers will be identified to comment in the order in which they submitted a request for Live Comment.  Use this form to submit a request for Live Comment.

In general, individual speakers are permitted three minutes to address the board on each agenda or non-agenda item.  The board will limit the total time for public input on each item to 15 minutes per side (approve/deny) of the topic.  In exceptional circumstances, the board president may, with board consent, adjust the amount of time allowed for public input and/or the time allotted for each speaker.  Any such adjustment shall be made equitably to allow for a diversity of viewpoints.  The president may also stipulate that speakers not repeat arguments already made by other speakers to allow for a broader range of input.  

Not all individuals who request a time for live comment will be guaranteed time to speak if the public comment period per topic exceeds 30 minutes.  Such individuals may wish to submit written comments, as described above, to ensure their comments are provided to the board.

Meet the Board

Dr. Jared Sinclair is a performance improvement consultant and resident of San Diego County. He has worked extensively in operational and training capacities in federal and local government sectors. Dr. Sinclair has over 20 years’ experience in training and education, and he currently consults executives and organizations on topics of operational effectiveness, applied accountability, leadership, change management, and strategic planning.

Dr. Sinclair attended USC, becoming a Doctor of Education in organizational change and leadership. Additionally, he possesses an MBA specializing in financial management. Dr. Sinclair routinely provides pro bono consulting for non-profit organizations involved in child welfare, education, and poverty alleviation.

Ms. Rohrer, a graduate of Occidental College, has been a teacher and an administrator. One of the highlights of her career was teaching in Bogota, Colombia. Elementary education has been Ms. Rohrer’s focus, but she has also taught science at the high school level.

After starting a family and beginning life in Valley Center, Ms. Rohrer returned to teaching at the Middle School level in 1985 in Pauma Valley.  She continued her career in Bonsall for 13 years, and when she became a principal she started the Vivian Banks Charter School on the Pala Indian Reservation where students were American Indian and Latino. 

In 1982, Ms. Rohrer became part of the Valley Center Union school district board in my home district.  She continued in that position for 28 years.  During that time the Valley Center Union district became part of the Valley Center-Pauma Unified School District, and many changes occurred.  The district changed to a medium-sized unified district, instead of small, rural elementary school.

In 2001, Ms. Rohrer was invited to be an interim superintendent/principal in the Dehesa School District in El Cajon and became permanent in October of that year.   During her time in that position, the Dehesa Charter School got started so she was directly and indirectly very much a part of that from the beginning.

After retirement in 2006, Ms. Rohrer was invited to become part of the governing board for the charter school and hence has been able to see the growth, the emerging expertise, consolidation of direction and purpose, and to see a very effective desirable home-schooling opportunity develop for students and families in three counties.

Tim Tweeten has served on the Governing Board since 2015 and as Board Clerk for the last three years.   Although not a professional educator, Mr. Tweeten is a strong supporter of our public school education system especially the option of independent study programs as offered by Element Education.   As a community representative, his experience with a career in corporate and commercial real estate and facility management in both the public and private sectors compliments the character of the Board.  He graduated from San Francisco State University.  His wife, Deborah, is a retired elementary teacher with a California Life Credential.   They have especially enjoyed attending the high school graduation ceremonies of Element Education. 

He has served as the San Diego President of two professional commercial real estate organizations as well as represent the same on a State-wide basis. He has served on the Rancho Peñasquitos Town Council and the local community planning board.  He has served on his church’s s facility committee and has been a tutor in an ESL program for the last fifteen years.

Rosella Childers received her Bachelor of Arts from Kansas State University (KSU).  She continued her education with classes at Ottawa University, Ottawa, Kansas, and received her teaching credential from KSU. 

After moving to California, Rosella's continuing education included classes at Mira Costa College, Chapman College of Orange, and S.D.S.U. in San Diego.  In addition to being a middle school teacher, Rosella was also a teacher of teachers by giving Writing Workshops throughout San Diego County.  She was selected to be a Program Quality Review Consultant for Valley Center Middle School, Mary Faye Pendleton Elementary School, and Potter Junior High and was a Mentor Teacher in 1989, 1990, and 1995.  She was the Bonsall District Teacher of the Year in 1991, 2002, and 2008 and was awarded Who’s Who Among American Teachers in 1994.  She retired after teaching 39 years in both private schools and public schools.  Rosella has been a member of the Element Education Board since January of 2012. 

Her life’s focus has been education.  When asked to be a board member, her response was, “Throughout the years I have seen students come to public school after being homeschooled; I have also seen students leave the classroom to be home schooled.  I believe that homeschooling is a valuable alternative that can meet individual needs at a specific time in a student’s life.  I would enjoy having the opportunity to be a part of this area of the educational community.”

Aisha is a native San Diegan, graduating from San Diego State University with a Bachelor of Arts in International Business (with an emphasis in Spanish and a Distinction in the Major) and a minor in Portuguese. She began an 18-year career at Qualcomm, Inc., a global leader in wireless communications technology, as a Marketing Intern while attending SDSU. Her desire to do meaningful and fulfilling work drove her back to school, and as someone who isn’t afraid of a challenge, she attended the University of San Diego School of Law under scholarship, while continuing to work full-time. Aisha earned her law degree and passed the California Bar Exam in 2012, and subsequently worked as in-house counsel in Qualcomm's Technology Licensing division, where she practiced Intellectual Property law for six years.

Affected by a family struggle over an inheritance earlier in her life, and becoming a mother twice over, Aisha decided to leave the corporate world to open her own law firm. She founded the Law Office of Aisha M. Williams so that she could help individuals and families avoid court and conflict through comprehensive and heart-driven estate planning legal services.

Aisha is married to her college love and they have two young daughters. She loves spending time with her family, the beach, traveling, dancing, playing golf and soccer, snowboarding, and watching sports, especially her beloved San Diego Padres.

Aisha is a member of the State Bar of California and is licensed to practice law in California.

Cecilia Williams is the Chief Operating Officer of a registered investment advisory firm and resident of San Diego County.  Cecilia has over 15 years experience in management and operations. 

Cecilia earned her Bachelor of Science degree in Business Administration – Finance/Real Estate/Law cum laude from California State University at Long Beach in 2006 and her MBA from the University of Southern California Marshall School of Business in 2013. She is also a CERTIFIED FINANCIAL PLANNER™ professional.

In addition to her role with Element Education, she also serves on the Board of the UC Santa Barbara Extension’s Women in Leadership Executive Program, which provides a platform and network to help women become leaders that can transform their organizations – regardless of the industry.

Married to Brandon, Cecilia is a mom to Jacob, and proud owner of miniature Aussie Ari, Cecilia is perpetually engaged in learning and trying new things. You’ll find her taking classes in just about any subject – boxing, cooking, painting, clay shooting, sewing, and all types of exercise classes.
